The project involves the construction of 390 new extra care apartments under a PFI arrangement across three village sites in Stoke-on-Trent. Construction of the first two villages at Blurton (Blurton) and Abbey Hulton (Holdcroft) will be undertaken by Eric Wright Construction and Seddon Construction will construct the third facility at Chell (Westcliffe).

Primary funding for the project has been provided by Aviva with sub debt taken by Kajima Partnerships Limited (Kajima), Eric Wright Partnerships Limited and Your Housing Group.  Once construction of each new village is complete the Authority will grant a lease to Your Housing Group who will act as Landlord on behalf of Sapphire and provide housing management services to Sapphire for the remainder of 25 year concession period. YHG will be responsible for Tenancy & Leaseholder Management;

Front of House Services; and Emergency Planning. Eric Wright FM will be responsible for Building Maintenance; Cleaning & Waste Management; Environmental and Energy Management; Grounds Maintenance and Horticulture.
